Feasibility Study and Commissioning of Community Based Sanitation in West Nusa Tenggara

BALIFOKUS conducted Feasibility Study and Leveling of SLBM Program 2012 as well as Commissioning of SLBM Program 2011 activities in West Nusa Tenggara on July 10 – 17, 2012. The Feasibility Study (FS) implemented in a number of locations in Sumbawa and West Sumbawa Regency (Tebo, Loka, Seloto, Batu Dulang, Rhee, Usar Mapin, and Baru Village). The FS and Leveling Form were distributed to those seven villages which aimed to collect the data on feasibility of the locations to eventually be run for the program implementation (Community-Based Sanitation).
The FS and Leveling Form’s result in briefly described about general condition of each location (and the community) based on the form’s variable questions such as the number of population, wastewater types included the existing wastewater treatment system, the sources to access clean water included the water quality, the availability of land to establish the wastewater treatment facility, flood potency, soil types, electricity supply, the structure of settlements to review the appropriate design of the wastewater treatment plants, and other related issues. The result of seven locations then indicated or for the most part it signified to the feasible condition for the establishment of the wastewater treatment plant in each area along with the infrastructures which already exist around the areas – that will technically support the program (e.g. electricity supply).

The need of the wastewater treatment facility as viewed from the result that the actual condition in each area with the lack of proper handling on domestic wastewaters came out to be a significant consideration to assess the very necessary community’s needs. Domestic wastewaters generally consist of liquid discharges resulting from household activities such as bathing, laundering, and cooking as well as from other sources. The simple wastewater system is still being used and the various types of wastewater go into septic tank or directly to the drainage without a proper treatment to reduce contaminants in wastewater effluent.

The Commissioning activity also carried out in Sumbawa Regency to observe, evaluate and assess the whole aspects in SLBM Program 2011 which pointed to the installation construction (technical assessment) and the existing community independent groups (Kelompok Swadaya Masyarakat/KSM) toward the financial and institutional assessment. The result revealed good performances on the community efforts based on the three aspects (KSM Buin Selak, KSM Kargu Bangkit, and KSM Pelam Tawar). Some recommendations included in Commissioning Form related to the points of the plant’s compartments condition to primarily motivate facility maintenance’s measures.
