The Community Facilitator Training (Community-Based Sanitation 2011)

The training of Tenaga Fasilitator Lapangan Sanitasi Lingkungan Berbasis Masyarakat Dana Alokasi Khusus 2011 (TFL SLBM DAK 2011) or the Community Facilitators Training of Community-Based Sanitation 2011 held this year and organized into two trainings activities in Denpasar (Bali) and Makassar (South Sulawesi). BALIFOKUS as the trainer of both trainings presented the technical and social subject related to the community-based sanitation issues as annually delivered to the community facilitators. The participants of the training also had the opportunity to visit the sanitation facilities that already exist in each area.

 

The first training of TFL SLBM DAK 2011 held in Denpasar (Bali) at Sanur Paradise Plaza Bali Hotel and started from March 7 to 13, 2011. About 172 participants of Technical TFL and Social TFL attended the training. All participants were from several provinces (Bali, West Nusa Tenggara and East Nusa Tenggara) and Direktorat Pengembangan Penyehatan Lingkungan Pemukiman (PPLP) Pusat or the Directorate of Development and Enviromental Settlements. The representatives from the Ministry of Health, the Ministry of Home Affairs, The National Development Planning Agency od BAPPENAS, and BORDA partners also attended the training to deliver presentation. The training was followed by field visits to several sanitation facilities such as Tempat Pengolahan Sampah Terpadu (TPST) or The Integrated Waste Facilities in Banjar Adat Kuta Seminyak, MCK Plus Jempiring UBung, and SANIMAS as well as the community group (KSM Indah Lestari) in Banjar Tunggal Sari Tabanan.

The second training held in Makassar (South Sulawesi) on March 20 to 26, 2011 attended by 226 participants. They were from several areas in Sulawesi (West Sulawesi, South Sulawesi, Central Sulawesi and Southeast Sulawesi). The training was organized by Dinas Pekerjaan Umum (PU) or the Department of Public Works. The training was also followed by field visits such as Tempat Pengolahan Sampah Terpadu Tamalanrea (TPST Tamalanrea) or Tamalanrea Integrated Waste Facilities.

There are some additional of training materials delivered to the participants about the preparation of technical basics as guidance for Technical TFL on the basics of the planning of wastewater building construction. The other guidance is the Principles of Empowerment delivered for Social TFL in order to define the process of empowerment and the implementation of SANIMAS in accordance with the references of the certain stages that have been listed. Both trainings also discussed about the national policy of the program community-based of sanitation on water supply, water-based diseases and healthy living, strategy of urban sanitation development, and simulation activities.

 

The additional materials prepared by BALIFOKUS and will be used as primary materials in further training activities. Such materials are expected to be a practical guidance to TFLs so that all forms of the process in the program can run properly in different areas. Regarding to the SLBM activities whose covers the enhancement of waste issues is one the national priorities in achieving the MDG’s by 2015 and in accordance with the seven pillars of MDG’s is increased at least 50 percent access to sanitation and clean water for the public.
