Training of Trainer for a massive implementation of community-based environmental sanitation was successfully held on February 3-5, 2010 at Inna Garuda Hotel, Yogyakarta. The activity`s objective was to conduct the training for trainers for facilitators who will train the field facilitators of Community-based Environmental Sanitation (Sanitasi Lingkungn Berbasis Masyarakat/SLBM) in their respected areas.
The training was conducted as part of cooperation program between the Directorate General Cipta Karya, Ministry of Public Work with BORDA partner network. The training participated by 15 BORDA partners from BALIFOKUS, LPTP and BEST as well as 15 representatives from Bappenas, Ministry of Public Works, and Ministry of Health.
The activity is comprise of socialization of guideline for Special Allocation Budget (DAK) for SLBM and explanation concerning in 3Rs (Reuse, Reduce, and Recycle) within the framework of SLBM. In The guideline for different stages by various resources persons including preparation phase, location selection phase, drafting community action plan phase, construction phase, operational and maintenance phase, as well as the financing scheme.
The training materials consisted of five phases. Firstly, preparation phase comprise of socialization, regional technical consultation meeting and detail action plan. Secondly, location selection phase comprise of preparation of field facilitator, pre-requirement of locations, long-list locations, short-list locations, village socialization, community selection, monitoring and evaluation. Thirdly, the CAP (Community Action Plan) drafting phase comprise of planning community activities, forming the community self-support group (KSM), community-based sanitation funding, sanitation technology selection, drafting construction document planning, monitoring and evaluation. Fourthly, construction phase comprise of implementation preparation, implementation process, implementation ethic, empowerment activity implementation, construction implementation, monitoring and evaluation. Fifthly, operational and maintenance phase comprise of operational and maintenance aspect, support of local governments, development of communal wastewater treatment system, 3Rs solid waste management services, community-managed independent drainage system, as well as monitoring and evaluation.
The financial scheme for SLBM also described including the funding source, financial planning, financial activity components, funding disbursement and management, as well as supervision and financial reporting. From this activity, the trainers are expected to be able to transfer or socialize the knowledge to local facilitator during the upcoming trainings in 7 regions of Indonesia targetting approximately 2000 field facilitators.
